Burao water agency employee shot dead in billing dispute

Mogadishu (HOL) — A Burao Water Agency employee was shot and killed on Monday while conducting household billing assessments, an incident authorities say may have stemmed from a dispute over unpaid water charges.

The victim, Mahmoud Mohamed Yusuf, was gathering data on water consumption when he was shot at close range, Togdheer Regional Police Commander Ali Mohamed Farah confirmed.

“The police acted swiftly, arrested the suspect, and seized the firearm used in the attack,” Farah told reporters. “He is now in custody and will be presented before the court soon.”

While officials have yet to release an official motive, multiple sources indicate the altercation may have been triggered by a dispute over charges levied by the agency. Such tensions between residents and utility providers over rising costs are not uncommon but rarely escalate to violence.

The killing has rattled Burao, a city that has remained largely stable compared to other parts of Somalia. Attacks on government-affiliated workers are rare in the region, though grievances over public service fees have fueled past disagreements.

Security forces have tightened patrols in the city as authorities launch an investigation into the incident.
