Somali Senate speaker rejects motion to free detained lawmaker Gaboose

Somalia’s Upper House Speaker Abdi Hashi Abdullahi presides over a Senate session in Mogadishu. Hashi recently rejected a motion filed by senators seeking the release of detained lawmaker Ilyas Badal Gaboose, citing legal inconsistencies. The move has sparked political tensions within the Upper House.

Mogadishu (HOL) — Somalia’s Senate Speaker Abdi Hashi Abdullahi has blocked a motion filed by lawmakers seeking the release of detained senator Ilyas Badal Gaboose, arguing that Gaboose disqualified himself from parliament after proclaiming himself the president of Jubaland.

The motion, backed by 14 senators, called on the Upper House to intervene in Gaboose’s detention, alleging that he has been unlawfully held in Kismayo for more than three months by the Jubaland administration. However, Speaker Hashi dismissed the request, stating that Gaboose’s claim to the presidency made him ineligible to serve as a senator in Somalia’s federal parliament.

Senator Abdiweli Ibrahim Aden (Garyare), a key supporter of the motion, condemned Hashi’s decision, asserting that “Gaboose remains a sitting senator and is entitled to parliamentary immunity.” He accused Hashi of failing to uphold legislative integrity and called for immediate action to secure Gaboose’s release.

The disagreement sparked a heated exchange in parliament as lawmakers debated Gaboose’s political status. Hashi, however, insisted on a legal review, stating that senators must justify how Gaboose can hold two conflicting positions—one in Somalia’s federal legislature and another in a regional administration.

“The law is clear: a senator cannot simultaneously claim executive power in a federal member state,” Hashi reportedly told lawmakers.

Garyare denounced the stance as a violation of due process, vowing that his camp would continue to push for Gaboose’s release.

“This is an injustice,” Garyare said. “We will not relent until he is freed. We will use every available platform to demand his release.”
